The Prometheus Institute for Democracy and Human Rights is a youth initiative, independent of the state, political parties and trade unions.
Concerned with the promotion of the values of human rights and the culture of democracy, and with the aim of contributing to the training of young leaders in the field of the protection of human rights, the Institute has launched, in partnership with the Friedrich-Ebert-Stiftung, the program “For young people involved in the mechanism of the Universal Periodic Review”.

This project, which lasted two years, mobilized the dynamics of young people in Morocco to engage together in the form of a coalition to monitor the work of the non-conventional mechanisms of the United Nations Human Rights Council, in particular the Universal Periodic Review mechanism (UPR-UPR) through the development and presentation of a parallel report to Morocco's national report, which will be presented during the third UPR Morocco cycle of the Human Rights Council in Geneva.

In this sense, a Moroccan Civil Coalition of Youth Organizations was born, resulting from the members of associations from all regions of Morocco, also reflecting the various concerns of the latter (women, education, migration, environment, individual freedoms, ... ), this coalition had the opportunity to meet during 3 training sessions in the regions of Rabat, Agadir and Oujda.

The methodology of writing the report, as well as the international mechanisms were the culmination of the 3 regional sessions, which resulted in the organization of a national meeting in March 2016, with the agenda: the examination of the the most important themes and recommendations to be addressed by the coalition.

Prior to the development of this parallel report, the institute published a report on the implementation of the recommendations of the universal periodic review in which the Moroccan State had committed before the Human Rights Council. in 2012.
Thus, the report was split into sectors (education, health, family and solidarity, justice and freedoms, etc.), before starting correspondence with the ministries concerned in order to provide answers to our requests, which relate to government achievements, allowing thus to monitor the application of the recommendations, while referring to the semi-periodic report of the Moroccan State outlining the monitoring of the implementation of the recommendations approved by the latter during the 2012 session.

The objective of the report produced by the Moroccan Civil Coalition of Youth Organizations is to assess the human rights situation during the period 2012 – 2017, and to make recommendations in this regard.
