CONTEXT
As part of its strategy to promote the values of human rights and the culture of democracy, and with the aim of contributing to the training of young leaders in the field of human rights protection , the Prometheus Institute for Democracy and Human Rights launched in 2015, in partnership with the Friedrich-Ebert-Stiftung, the program:
“For a youth involved in the universal periodic review mechanism”.
The program, which is spread over a period of two years, aims to mobilize the dynamics of young people in Morocco to engage together in monitoring the work of the non-conventional mechanisms of the United Nations Human Rights Council, in in particular the Universal Periodic Review mechanism (UPR-UPR) through the elaboration of a parallel report to Morocco's national report, which will be presented during the third UPR Morocco cycle of the Human Rights Council in Geneva in January 2017.
The program took place in two phases: a first training phase which allowed the organization of three regional workshops which brought together more than 40 young people involved in different sectors and fields, thus ensuring contributions relating to a wide range of issues relating to human rights. The second phase took the form of a national meeting, where all the youth organizations that took part in the program met in order to draw up the parallel report.
These steps were intended to bring these dynamics to follow the implementation of the recommendations addressed to Morocco during the presentation of the national report in 2012, and to contribute to the international debate on the role of the mechanism of the Universal Periodic Review and its effectiveness in the promotion and protection of human rights.
The next phase of the project provides for the organization of an international discussion seminar around the role of the universal periodic review, its evaluation as well as the ways in which young people from southern countries can participate in the debate around the international human rights system. The program also plans to carry out advocacy activities with a view to ensuring that the issues considered as priorities by NGOs are raised in the State under review report and during the UPR, to raise the most relevant issues, reinforce key recommendations from other human rights bodies to ensure that more recommendations are accepted and that dialogue on noted recommendations is maintained.
