Morocco has established itself as a leading offshoring destination in the MENA region thanks to its geographical and cultural proximity to Europe, its young, French-speaking workforce, and public policies favorable to investment in this sector.
The Prometheus Institute for Democracy and Human Rights (IPDDH) and the Civil Council for the Fight against All Forms of Discrimination (CCLD) are analyzing the call center and offshoring sector in Morocco, particularly from the perspective of human and labor rights.
The Policy Paper explores the human rights issues related to this profession, in particular:
• Risks of violations of social rights (working conditions, freedom of association, job stability).
• Gender inequalities: women, who are numerous in the sector, are particularly exposed to precariousness.
• Lack of solid accountability mechanisms for multinationals and protection of employees.
This Policy Paper therefore calls for stricter regulation and a human rights-centered approach, so that the offshoring sector truly contributes to inclusive and sustainable development in Morocco.
